CSCS Alliance confirms appointment of new Chair – Marion Marsland

Dec 01, 2025

The CSCS Alliance – the collective voice of the 37 card schemes that carry the CSCS logo – today announced the appointment of Marion Marsland as its new Chair.

Marion will lead the Alliance as it continues to drive higher standards and improved safety across construction and the built environment.

With over 40 years’ experience in the thermal insulation sector, Marion has worked across contracting, distribution and manufacturing before moving into trade-association leadership. Under her leadership, TICA has reinforced its training and apprenticeship programmes, strengthened industry competence, and championed the role of insulation in delivering energy-efficiency and construction safety.

The appointment comes as the industry aligns behind the Construction Skills Mission Board, established by the Construction Leadership Council (CLC) and Government, which aims to recruit an additional 100,000 workers per year into construction by the end of this Parliament.

Marion said: “I’m delighted to take up the position of the CSCS Alliance Chair. A key priority for the Alliance is to turn the data from more than two million cardholders into meaningful insight—insight that can help the Construction Skills Mission Board, the CLC and Government target training investment where it will have the greatest impact.

“By combining this data with CSCS Smart Check, our card-checking tool, we can give industry the assurance of being the industry’s single point of contact for carding and competence matters.”

Marion succeeds Jay Parmar, Chief Executive of the Joint Industry Board and member of the Industry Competence Committee, who has served as Chair since 2021.

During his tenure, Parmar strengthened collaboration across the card schemes, oversaw the introduction of CSCS Smart Check, sharpened the Alliance’s focus on competence and data insights, and cemented its role as the industry’s single point of contact for carding and competence matters.

Parmar said: “It has been a privilege to serve as Chair of the CSCS Alliance, and I wish Marion every success as she takes on the role. Over the past few years, we have collectively built something of real significance. With the support and commitment of all the 37 card schemes that make up the Alliance, we have enhanced our collective voice and demonstrated the value of genuine collaboration across our sector.

As Chair, I have been proud to help drive this progress forward — working closely with policymakers, regulators, and government to ensure the Alliance plays a central role in the national renewal agenda. By leading with purpose and impact, we have positioned the Alliance as an influential partner in raising standards, enhancing competence, and improving safety across the built environment.

Through the shared commitment of Alliance members, we have transformed the Alliance into an organisation that is engaged, valued, and increasingly recognised as essential to competence, skills, safety, and professionalism across our industry.”

With Marion at the helm, the CSCS Alliance will continue to build on this strong foundation—deepening collaboration across industry, advancing the competence agenda, and ensuring the sector is equipped with the skills needed to meet the challenges of a rapidly evolving industry.
