CSCS to replace Steel Decker title with Metal Decking Installer

CSCS will introduce a new occupation title, Metal Decking Installer, to replace the existing Steel Decker occupation on CSCS cards from October 1st 2026. 

The change follows recommendations from the UK Metal Decking Association (UKMDA) and the British Constructional Steelwork Association (BCSA) through the Metal Decking and Stud Welding Competence Framework Working Group. 

The updated title better reflects the occupation recognised across the sector and aligns with existing qualification titles and industry terminology. 

What is changing? 

From October 1st 2026: 

  • New applicants will apply under the Metal Decking Installer occupation. 
  • Existing Steel Decker cardholders will transition to the new occupation title when they renew their card. 

The change supports ongoing work to ensure CSCS cards accurately reflect current industry occupations, qualifications and competence requirements. 

Other Occupation Routes 

As part of the review, Stud Welder will continue as a recognised skilled occupation.

Why is the occupation title changing?

To align the CSCS occupation with recognised industry terminology and qualification titles. 

Are qualification requirements changing?

This specific change is to the occupation title rather than the underlying competence requirements, however the Metal Decking and Stud Welding Competence Framework Working Group, along with the rest of industry, is mapping out what a competence framework will look like for this sector which may see additional competence requirements introduced. Any such changes will be communicated to cardholders and industry in sufficient time, prior to implementation. 

What Health, Safety and Environment Test is required?

Metal Decking Installers will now be required to pass the CITB Specialist Working at Heights Health, Safety and Environment Test when applying for, or renewing, a card. 

Will existing Steel Decker cards need to be replaced immediately?

No. Existing Steel Decker cardholders do not need to replace their card immediately as a result of the title change. They will move to the Metal Decking Installer occupation title when they renew their card. 

Will new applicants apply as Steel Decker or Metal Decking Installer?

From October 2026, new applicants applying for the occupation will apply under the Metal Decking Installer title. 

Why was Metal Decking Installer chosen as the new title?

Metal Decking Installer better reflects the occupation recognised by industry, the terminology used by employers and operatives on site, and the titles of existing qualifications. 

Who has been involved in agreeing the change?

The change has been agreed following engagement between CSCS, the UK Metal Decking Association (UKMDA), the British Constructional Steelwork Association (BCSA) and CITB through the Metal Decking and Stud Welding Competence Framework Working Group. 

What should employers do now?

Employers should be aware of the forthcoming title change and ensure internal communications, workforce guidance and recruitment references are updated once the implementation date is confirmed. 

What should training providers update?

Training providers should review promotional materials, qualification guidance, learner information and employer communications so that references to Steel Decker can be updated to Metal Decking Installer once the implementation date is confirmed. 

Does the change affect wider competence work in the sector?

Yes. The title change supports wider work to strengthen competence frameworks across construction and improve consistency between occupational standards, qualifications and carding arrangements.
